Support Plus - EFAP helps City of Los Angeles civilian employees and their household members access emotional wellbeing, counseling, legal, financial, and everyday support resources at no additional cost.
What Support Plus - EFAP Offers
Support Plus - EFAP is a 24/7, free, and confidential resource supporting you and your household members with everyday needs and life challenges.
Confidential Counseling
Provides support in areas such as stress management, personal relationships, and substance abuse.
Legal and Financial
Provides legal, financial, and mediation services.
Work-Life Resources
Supports members with parenting, childcare search, legal resources, and financial education.
Convenience Services
Supports everyday needs such as travel support, event planning, and finding household service providers.
Calm
Offers guided meditations, sleep support, relaxation tools, and other wellbeing resources. Calm has strong brand recognition and can be a comfortable first step for members who may be hesitant to engage initially. Soon to be Calm Health for the City of LA.
Uptime
Provides 5-minute micro-learning sessions designed to support ongoing emotional wellbeing in a quick, accessible digital format.
Live Support
Includes in-the-moment and scheduled telephonic consultations with master’s-level emotional wellbeing specialists.

How does EFAP work?
Legal and Financial Services cover the following benefits at little to no cost to you:
- Legal consultation – free 30-minute attorney consultation per issue per year, with ongoing representation available at a 25% discounted rate.
- Mediation services – free 30-minute telephonic or face-to-face consultation per issue per year.
- Financial consultation – free 30 to 60-minute financial consultation per issue per year covering topics such as debt reduction, investment plans, IRAs, taxes, and budget management.
- Discounted fees for attorneys retained through EFAP.
Work-Life Resources and Convenience Services can be accessed at any time through the website and call center.
Confidential Counseling allows members to schedule up to five face-to-face and/or web-video consultations per person, per incident. Same-day counseling services are available for emergencies.
Support Finder engages members quickly and conveniently. They can interact with a digital assistant that provides personalized recommendations for their presenting issues or navigate the website independently. The site enables members to engage at their own pace and view all of their benefits in one place.
Informational and educational resources are also available through Support Finder, including articles, guides, and self-help tools on life and work, mind and body, financial and legal, and crisis support topics.
What to expect when you call
When members call, a specialist will listen to their needs and connect them to the appropriate resources. Support is available for:
- Stress, anxiety, and depression
- Marriage and parenting issues
- Workplace conflicts
- Sleeping problems
- Financial or legal questions
- Substance abuse or other addictions
- Convenience services search
Important note about benefit use
Please note that after you have used available EFAP benefits for a particular service, charges for additional EFAP services will be your responsibility.
Your current health plan includes mental health and substance abuse coverage. To receive those benefits, you may be required to have a referral and use a participating network provider. If you receive counseling through EFAP, make sure you understand how many visits are covered.

How to access EFAP
As a civilian employee of the LAwell Program, you are automatically enrolled into Support Plus - EFAP at no cost to you. Members of your household can also use EFAP services, including dependents who are away from home at college.
Employees and members of their household can access Support Plus - EFAP representatives anytime — 24 hours a day, 7 days a week — toll-free. English- and Spanish-speaking counselors are available.
*Callers will be asked to indicate they are LA City employees or household members of LA City employees.
