Mental Health Resources

for City Employees and their Dependents

The City of Los Angeles offers various mental health and wellness resources for City employees and their dependents. This page provides an overview of those resources and how to seek assistance. 

LAwell Members

  • LAwell Health Plans - Behavioral/Mental Health

    • What’s available:

      • Individual counseling, group counseling, couple counseling, classes, webinars/seminars, and other resources are available, generally free of charge, based on medical necessity and/or preventative care or wellness care. Availability and variety of options may vary by each health plan.

    • Who it’s for:

      • Employees and their dependents who are enrolled into an Anthem or Kaiser plan through LAwell.

    • How to access services: 

      • Kaiser Members: 

        • Reach out to your personal doctor.

        • Contact your Local Kaiser Permanente mental health department directly. 

        • Urgent Care or Concerns:

          • For 24/7 crisis intervention and urgent mental health advice, please call 1-800-900-3277 (TTY 711).

          • For concerns about mental health or substance use services, call 1-800-390-3503 to reach a dedicated resolution specialist, Monday through Friday from 8 a.m. to 5 p.m.

      • Anthem Members

        • The Anthem Find Care tool helps you search for doctors, hospitals, and other healthcare professionals that accept your health plan.

  • Support Plus: Employee and Family Assistance Program

    • What’s available:

      • Counseling: A specialist will listen to your needs when you call and connect you to the appropriate resources. Clinicians, counselors, mediators, lawyers, and financial advisors are ready to help you with:

        • Stress, anxiety, and depression

        • Marriage and parenting issues

        • Workplace conflicts

        • Sleeping problems

        • Financial and legal questions

        • Substance abuse and other addictions

      • Work-Life Support: Concierge-like services covering eldercare, referral service, and convenience services. More than 100 service areas are covered. 

      • Legal Assistance and Financial Counseling: Consultations on specific legal and financial issues at no initial cost, and other discounted fees for attorneys retained through EFAP

    • Who it’s for:

      • City of Los Angeles employees who are enrolled in LAwell benefits

    • How to access services:

      • You can call the EFAP counselors anytime — 24 hours a day, 7 days a week — toll-free at 800-213-5813. All callers must confirm “City of LA” as the employer to access services. English and Spanish-speaking counselors are available

      • Visit liveandworkwell.com/cityofla. Some website sections require an access code: CityofLA. 

Harbor Department Employees

Harbor Department employees are not eligible for the LAwell EFAP. Instead, your EFAP coverage is provided through Empathia Pacific, Inc. at 800-367-7474.

Sworn employees in MOUs 22, 23, 24, & 25

    • What’s available:

      • Provides essential tools and support to help survivors of domestic violence so they can live their lives free of abuse.

      • Offer free, confidential, support, crisis intervention information, education, and referral services in over 200 languages.

  • National Suicide & Crisis LifeLine

    • What’s available:

      • The Lifeline provides 24/7, free and confidential support for people in distress, prevention and crisis resources for you or your loved ones, and best practices for professionals in the United States

      • Anyone located in the United States

    • How to access services:

  • Los Angeles County Substance Abuse Helpline

    • What’s available:

      • The agency provides substance use disorder services prevention, treatment and recovery for people of all ages

      • Residents in Los Angeles County.

      • Free for Medi-Cal, My Health LA, and Other County-Funded Program Participants (such as AB109)

      • Call 1 (844) 804-7500 is available toll-free 24 hours a day, 7 days a week to those seeking treatment.
